Whats the difference between windows 7 home premium and Starter to Home Premium Windows 7 Anytime Upgrade?

Question by : Whats the difference between windows 7 home premium and Starter to Home Premium Windows 7 Anytime Upgrade?
I’ve been looking at upgrading to windows 7 but don’t understand the difference in the 2 packages shown above, apart from the £30 in price, any advice about the matter would help. Thanks!

I think starter is only for netbooks in the U.S.
heres some sites that explain some of the differences:

Pretty much in the name. Starter is a bare level version. It just gets you in the door like a base model car. Probably the average user will only need the starter edition but it does have some interesting limitations if you are a power user. But most users should get along just fine with Starter.

Starter version helps in avoiding dual installation in case of re installation of the OS.
Upgrade version only costs around two thirds of the price of the original version.
